Understand the Update Process
The CMAHC collects, assesses, and relays MAHC Change Request recommendations to CDC every three years via its triennial Vote on the Code conference. During this conference, members gather, assess, and decide on proposed Change Requests to the MAHC.
The CMAHC is a volunteer driven organization. Most work is accomplished through committees consisting of dedicated members working to make the MAHC the best possible guidance document. A variety of CMAHC Committees exist to help with operation, technical review, and planning. All CMAHC activities are aimed at improving health and safety at public aquatic venues. All CMAHC members should avoid any appearance of antitrust discussion when conducting CMAHC business.

Technical Review Committee
The Technical Review Committee develops the technical reviews of submitted Change Requests, incorporates membership comments, and presents this review along with a membership vote recommendation at the CMAHC Biennial Conference.
Technical Support Committees
The Technical Support Committees cover seven different technical areas and provide critical support to the Technical Review Committee in reviewing, assessing, and making recommendations regarding Change Requests.
Ad Hoc Technical Committees
The Ad Hoc Technical Committees are set up to develop Change Requests or foundational data and information needed for developing Change Requests on important issues that the membership have identified.
The Standing Committees are created to develop and oversee solutions to long-term CMAHC needs related to the management and operation issues of the organization. The committee functions are long-term in nature so membership will be rotated as needed.
The Process to Update the MAHC Every Three Years
- Suggested changes to improve and/or update the MAHC are solicited from the MAHC membership, public, or created through CMAHC Ad Hoc Committees. Suggested changes are submitted as Change Requests (CRs) for consideration prior to the triennial conference where the CRs are discussed. The electronic CR submission form will post the CR for viewing as soon as it is submitted.
- Before public posting, the CMAHC Technical Director determines if the CR is complete and returns it for additional information if needed. The CMAHC also determines if the CR fits within the scope of the MAHC. If it does fit within the MAHC’s scope, the electronic CR submission form will be posted for public viewing. If not within the MAHC’s scope, the CR will be returned to the submitter with advice on where such changes should be submitted.
- As soon as a CR is posted, Members can submit a Member comment by clicking on the “Submit Comments” button at the bottom of the specific CR page. The comment will be automatically posted for viewing.
- Submitted CRs are routed to a Technical Review Committee (TRC) that reviews the CRs including the technical/scientific data or other references submitted to support the proposed change. The review also determines if the CR meets CDC MAHC style and scope guidance. The Technical Review Committee is assisted in their reviews by seven Technical Support Committees (TSC). If the TRC determines the CR is out of the MAHC’s scope, the TRC will discuss with the CMAHC Technical Director and, if in agreement, the CR will be returned to the submitter with advice on where such changes should be submitted.
- The TRC works with the Technical Support Committees to develop technical reviews taking membership comments into consideration. TRC conference calls will be open for Members to listen to the discussion and Members can submit comments afterwards that are posted for viewing during the first Member comment period.

- An Industry CR content liaison, a CMAHC member, will be appointed to one of seven different categories (design and construction, disinfection and water quality, injury prevention/risk management/safety, lifeguarding and bather supervision, operation and maintenance, recirculation and filtration, ventilation and air quality). The Liaison will be chosen to review CRs in their area and alert members to those CRs that need member attention and participation in the TRC calls and making member comments.
- Member comments will be considered by the TRC as part of the TRC review. If the CR submitter agrees, the TRC/TSC discussion and review of member comments could lead to editing and revision of the submitted CR for re-posting. The TRC review will include a summary of member comments and the discussion and reasoning behind a positive or negative voting recommendation.
- All final CRs and TRC reviews and TRC voting recommendations are posted on the website for viewing. The TRC recommendation is a consensus recommendation unless otherwise specified.
- Members can submit comments on the CRs and TRC reviews and recommendations during the second round of member comment for inclusion in CR presentations until 2 weeks before the Conference begins. CRs will not be modified prior to the conference based on the 2nd member comment period.
The CRs are presented with recommendations and a review of membership comments from the second member comment period at the CMAHC Triennial Conference.
- Caucus groups are formed that deliberate amongst themselves as part of the CR discussion process.
- The CR submitter or TRC (if a TRC-revised CR was posted) may choose to edit the CR based on Conference attendee feedback. The edits will be reviewed by the TRC to determine if the TRC vote recommendation should be changed before voting.
- Voting will open 3 weeks after the end of the Conference and continue for 1 month after opening.
- Members have the opportunity to reflect on the conference discussion, any new CR edits or voting recommendations, and submit member comments to influence the vote until the vote closes.
- Approved CRs are reviewed by the CMAHC Board of Directors and sent to CDC.
- Subject matter experts across CDC discuss change requests and decide to approve or reject.
- The updated edition of the MAHC is routed through 6 different CDC Centers and Offices within CDC in an approval process that takes approximately 2 months to complete. This figure illustrates the CDC clearance process for each new edition of the MAHC.
- The next edition of the MAHC is posted by CDC during the swim season of the year following the conference.
- Ad Hoc Committees develop Change Requests or collect foundational data and information needed for developing Change Requests on important issues that the membership have identified.
- Standing Committees develop and oversee solutions to long-term CMAHC needs. Some Standing Committees suggest updates to the MAHC Annex and identify key areas or new technologies for CMAHC discussion.
